Ophelia Munn-Goins was elected to a third term to serve on the Bladen County Schools Board of Education for District 1 in November, 2012. In December 2011, Mrs. Munn-Goins was elected by the board members to serve as the Board Vice-Chairperson. In December 2012, Mrs. Munn-Goins was again elected by the board members to serve as the Board Vice-Chairperson. She was elected to serve as the Board Chairperson in December 2013. She serves as an Advisory Council Member of the following schools: Booker T. Washington Primary, Clarkton School of Discovery, East Bladen High School, East Arcadia School, and Elizabethtown Primary. She serves on the Curriculum Committee for the Board of Education.

Ophelia Munn-Goins, Lieutenant Colonel, United States Army Retired, was raised in East Arcadia, in southeastern Bladen County. After graduating from East Bladen High School, Mrs. Munn-Goins received a B.A. in Psychology from Winston-Salem State University. She received a Master's of Education from Boston Univeristy, Master's of Health Information Systems from the University of Pittsburgh, and is a Doctoral Candidate in the Educational Leadership Program at Fayetteville State University.

She has an extensive military career serving in various stations and countries. In July 1981, Ophelia completed the Medical Service Corps Basic Course at Fort Sam Houston, Texas. Her assignments included: 1981 - 1982, Korea, Battalion; 1982 - 1984, Sierra Army Depot, Herlon, California; 1984-1986, Vicenza, Italy; 1986 - 1987, Wurzburg, Germany; 1988 - 1990, San Antonia, Texas. In 1990 while assigned at Fort Sam Houston, Texas, she was deployed to Saudi Arabia in support of Operation Desert Shield/Storm where she was awarded the Bronze Star Medal. In 1993 she was assigned to Washington, District of Columbia until 1996; 1996 - 1998, Fort Benning, Georgia, Director; 1999 - 2002, Arlington, Virgina. Her military awards include the: Bronze Star Medal, Meritorious Service Medal (5OLC), Joint Meritorious Defense Medal, Army Accomodation Medal (2OLC), Saudi Arabian Kuwait Liberation Medal, National Defense Service Medal, Southwest Asia Service Medal with 1 Bronze Service Star, and Expert Medical Badge.

Dr. Munn-Goins is the executive Officer of the Charles and Eva Munn Foundation, Past Commander, American Legion Post 521, and a member of the East Arcadia Volunteer Fire Department.

Dr. Munn-Goins is married to Donell Goins, a counselor at East Bladen High School and they are the proud parents of two children, Tyrus and Ashanti.

In 2002 Dr. Munn-Goins joined the faculty of Bladen Community College as an Information Systems Instructor until 2007. Currently, she is employed as the senior Army Instructor, JROTC at East Columbus High School, Lake Waccamaw, North Carolina.
